Attribute cap and stat potions

I've noticed that trainers have an attribute cap (40 for a lot of them). Is there a hard cap on attributes? Are there later trainers that have higher caps? I'm not sure whether to chug a strength + 3 potion now or wait until capped at 40 (or higher) or whether the potions become useless once you reach a certain cap.

I've come across trainers with 120+. It's just better trainers have higher caps etc.

I came across a trainer with a cap of 300. It's just the specific trainers.
