Yes, if you get caught you might have to fight the owner depending on the place you are, and even then you might have to pay a fine to get things back to normal. I did for one quest where i had to rob something, i thought the owner, robbed her blind, then paid the fine, it was worth it for the quest xp.

Even better, you can also loot the owner(s) after you beat them down.

Are there any other downsides other than NPCs getting angry at you?
I haven't stolen anything in this game fearing that it might break some questlines.

I never got caught, but with bonded I know you can buy some redemption tokens, so I guess thats what you would need to do. In nemeton they told me that if I got into bad graces, I needed to visit a certain guard and pay reparations.

I dont remember if there was anything in remnants camp, but I think they just dont care. The owner will probably try to beat you up and if you win, you can loot them too.

At least one guy offers you armor as a quest reward. He has it in a chest. If you steal it and wear it in front of him he’ll recognize it
