If the steam deck version is toned down I’ll definitely try install this game on my other PC handhelds like Lenovo Legion Go and see if there’s any difference.
I haven't played it for more than 2 hours yet and am waiting to see what they say. Maybe I'll refund it. Since I bought it mainly just for the Steam deck and I find the differences very strange. I am very sure this was done because of the performance. It just doesn't look as atmospheric now.

i check the standart Version - No Fog/other Effects.
I check Proton Proton 9.0-3 No Fog/other Effects.
i check Proton Experimental. - No Fog/other Effects.
Only on my PC the Fog and the other Effects shown

But selecting Proton GE 9-14 (you have to had manually installed a linux application in desktop mode that allows you to download proton compatibility files from the community, most recent should be proton GE 9 - 16) and after restarting to a NEW game, I can see fog!.
Again it’s been a while since demo/beta that I played from beginning of game so can’t recall if there was always fog by starting a new game I can see fog.
My steam deck is running OS variant 3.6.18
I would hate to install a new Proton on the side.
Try restarting a new game. UPDATE: just beware any manual or autosave from your current play through might be erased upon starting a new game. Just checked my save files in game menu and noticed my older saves are gone which isn’t a big deal for me as I didn’t progress far in beta demo anyway. But might be big deal for you pending how much you’ve played.
I restarted a new game and the starting area where your character wakes up was filled with atmospheric fog. And now it’s raining so fog is gone but I can see rain drops on ground etc.
I don’t know for sure whether it was Proton GE 9-14 or restarting a new game file that resolved the issue but like you, my older game save file from back in beta/demo play through when loaded in had no fog in the same game area.

Okay, I have now solved the problem. The fog never appears in the normal version. I stood at the start for a good 30 minutes. No fog.
In the Proton 9.0-3 version, the fog appears immediately after about 4-5 minutes. All the other effects also appear here. Unfortunately, in the 9.0-3 version you can't have a full image without black edges.
But yes. It is due to the normal version.
