Hidden door next to Luna shrine

Anyone knows how to open the hidden door next to the Luna shrine? (the one south of the tavern)

And how do I get inside then? Can't find any entrance nearby. Is this part of the main quest?

Cave entrance further south, need to go through the fog to reach it. Can be reached from moor.
