I don't know how hard it would be to implement. But I gather that Unity provides a default splash window, that pops up before the game does. Sounds like it allows you to remap the keys, and more. Could a command line or maybe a config file option be provided that would re-enable this default splash screen? There seems to be a bug with the saving system. For example, if I have saves in slots 1 and 2 and load up !, it loads up 2 instead. Saving solely in slot 1 makes it unable to load.
