I believe this is in Chapter 4. It's a chapter only mission and nobody seems to be here to trigger the event. Anyone else have this issue? Do I need to do the pulley first?

Ah, I had to go inside one of the buildings to get to it. That was unclear.

You need to GRAB the computer on he roof with the robots. You can run off without doing that.
