Whats going on with the green Dinosaur? :)

I was traveling the world to find a few last spots when I drove down the path into the sand at the very top in the north. Always along the rocks and just before the last warning sign I discovered a small opening in the rock where you can drive in with the caravan. In the cave is a huge, green, I guess, inflatable dinosaur with a scrap of cloth on its neck and a structure like a laughing mouth behind it. It cannot be scanned, hacked or grabbed with the hook. Maybe you can climb onto the surrounding rocks somehow? On the first screenshot you can just about see my marker in the far north of the map.
