So, how do i win?

I am in my 3rd playthrough, this time as a magic smith, playing in the mode "the kings mage". i have compleated every Mainquest, defeated every circlemage, Maxed out and compleated my Heros story and am in control of all of the Allfire.
However, i have yet to receive the Circle-Spellpage. I have been waiting for about 30 in game weeks now doing minor quest, but nothing. Hve i broken the game by defeating the Circlemages before compleating my Mainquest?

I think I've seen a bug report pass about this in the steam discussions, so I think that was fixed but not yet in.
