Maybe if there was a mode where you could have all the circle mages at once. That and save scumming extremely hard on tomb raiding while managing your pages so you don't waste any.
Except the obvious stuff I did:
-side with Reinhardt in the 7keeps Library quest to get 2 pages
-spawn a Shaper Ruin from the starting quest at Silver Drift Hollow and 1 from a spell in the book (not all of them seem to work with the current game version)
-got 4 pages from the 4 Tombs in Uram Gor and Regan Gor (if it doesn't work it might help to savescum and try it on a different turn or do sth, like engaging in a battle, to reroll seed; on my tries chances were quite high)
-Got extra pages for quests from Rohan ('Reclaiming the Mine'; random page(?) at least can be guardian/mental/ench; you might have to pay him first), Raith('Defend or Defeat'; always death) and Uram (from a mage running away from him; gave nature). I don't think everyone can give a quest that rewards a page. If everything else goes well, I think you only need 1 of them; Not sure Rohan and Raith give it when you're at war, but pretty sure cold, or at least not super low still worked; They can only give it to you after you made contact
-obviously leave a space open in their respective school until you destroy the towers of the other mages; I got rid of them as soon as they gave the quest and I finished it
On Shaper Ruins:
-From my experience, you tend to get a better chance of getting the page you want by sending a respective apprentice to the Shaper Ruin (like Elf Warden to get Guardian or Nature)
-might matter which options you click
-or if you auto resolve or not, and to a point how the fight goes/which losses you take
-just leaving it and coming back often works too to get different options
I found it helpful to know that the icons of the pages on the bottom all look slightly different (like Guardian page 2 looks different than 1,3,4). So you can always find out exactly which spell page you have, even before spells become available.
Neither getting all pages, nor unlocking all spells gives you an achievement btw -.-
