An event will pop up eventually. Not sure what its tied to. I alreadyy defeated all 4 circle mages before it popped up like on week 15 or so.

I've done it a few times, I just assume that it's randomly timed. Give it a week or two before checking back.

This quest changes if Gor is in the game as circle mage, and I assume, still kicking. You get some updates on how Gor is looking for Dragon remains through the world, then even a quest pops up and gives player instructions on digging it up.

Btw. I don't know how exactly it goes. I was ordered by Gor to retrieve it, then when I got there, got a message that Gor troops have already excavated it. Landmark was then unlocked, and could get allfire from it, but I got no Heart item.
