Suggestion: Killing all mages should count as "you can become circle mage"
After killing all 4 mages you basically won, there is no way to die. And then you still need to complete 2 other conditions like getting 5 apprentices or researching 42 spells before the game recognizes you actually won and allows to fight final battle. I am not going to spend my time on that and will start a new game instead, but other players who are interested in Steam achievements might be disappointed.

Would probably be an idea to make it so that each consecutive mage's tower gets harder to destroy.

I don't like the idea of being forced to kill mages in specific order. Mages are already quite different in power depending on your armies, I had to think hard how to kill last mage in my current game.

The mages are usually in comparable strength, so if you hit the point where you got a stack that can deal with all resistances, and able to topple a tower then you might as well rush the 3 others.

that's a rather late point for which you either need multiple titans from 4th pages or a bunch of glyphs and very specific buffs.
Some circle mages can be killed long before that.

For the record I killed all mages on week 19 on balanced difficulty and I have never seen a tier 4 unit yet. I have no any resistance buffers except a few tier 2 dvarves with active skill for +50% resistance which didn't take part in killing mages.

Artificer in second starting area. I spammed Keepers like crazy with -90 income, they killed 2 mages. 2 other mages were killed by apprentice with 1 tier 3 unit and the rest were tier 2.

I am not sure. I had to protect Sevenkeep with 2 apprentices because of +3 slots and keepers, quite high cost for the strategy of spamming "free" units.
