The quest description essentially:
New Purity somehow stolen the Hallowed Armor from Hokan, and he consider that a risk for the Circle and ask you to essentially mop his mess
But yeah hallowed are still hard to deal with, regardless of who's commanding them.
I can't remember the full lore from previous games but in general the purity do lot of messed up stuff and believe the hallowed essentially are necromancy which why Hokan they are part of his experiments. Which why he is connected least in this game to some degree with Purity in that has quest related to them. The degree of connection just meant his works why there is a whole soul forge in the northwest the armors and the soulbinding isn't necessarily new the purity just using for own purposes.
You mean that sometimes they forget they're angry ♥♥♥♥♥ and actually talk to you in a language that doesn't solely consist of threats?
