Does nimble-footed perk work?

I added it to my character but I don't see any effect in combat. Should I see lower card costs from the strain-1 or some sort of buff on the left of my character?

Or am I misunderstanding how this should work?

It works.

Thats the one that says [all] -1 strain. Right?

its not -1 to all your cards.

its all your cards that give strain now give -1.

So cards that would strain you, strain you one less. And cards that reduce the cost of your next card (synergy negative strain) now reduce that by 1 more.

Oh I see, I also tried another perk that had hex ward +2. So by that logic, that would only apply to cards that give hex ward.

Indeed, Modifiers only apply to effects that already exists. If a perk adds an effect where none was, it will come in the form of a ripple effect.
