I'm on the request to befriend everyone and I can't find her. Does anyone know where she is?

Raven and Barrett are not a part of the town and I don't think that they count for the quest. They visit Selphia from time to time. Once they are at friendship-lvl 5 you can use an order to let them visit Selphia daily.

You are right, you don't have to befriend Raven and Barrett for the event.
