Each sickle also has a limit to how high it can go.
Of course, selling a higher level product works as well.
But you need to have done the request related to seed levels before the shops start selling seeds at a higher level (which can be confusing, especially to returning players).
Seed level is capped at 10. Better sickle gives higher seed level iirc.
For the above feature to unlock, you have to complete the Eliza request for shipping a level 2 turnip.
For actually obtaining higher level seeds, as mentioned already, you need to use a sickle on a ready to harvest crop. High tier of sickle raises the cap on highest seed level you can yield. Think it's something to the affect of T2 sickle is up to level 5, T3 is level 7, T4 is level 10.. but this information might not be exact if you bring the particular soil plot up to Quality 2.00 using many Greenifiers or a few Greenifier+s on it, as I recall specifically yielding level 10 seeds with the Green tier sickle.
I remembered about the sickle bit, was just confused why the shop seed levels were not increasing was worried I was misremembering or doing something wrong, turns out I was, need to get to the right request/quest.
