I might have an actual solution:
-If your game launches with black screen AND your configuration tool shows a completely blank window, change your system locale settings to English. It's in Language Options>choose administrative settings from right>second tab(Administrative)>System Locale. Now, you should be able to see the screen in both the game and config tool.
-Next up, change some settings from the launcher. Then press Save&Quit, not Save&Launch. After that, reopen the launcher. If you see the settings reverted back instead of actually saving it, then that means launcher failed to save settings file to the AppData in your user folder.
Try launching the game now if that's the case just to confirm. If it crashes during "Formatting your save file" or something, then it confirms this.
-If the problem is exactly this, then it's likely your user folder have some unsupported letters in it (like, Idk, "ö,ç,ş,ü, etc."). There are two different fixes to this (unless they patch this anytime soon, as they should):
1. Create a new locale user(Windows) with completely English letters on the name, with administrative priviledges. After that, uninstall the game from your main user. Log into the new one. Wait till windows sets it up. Then open steam on that fresh user, and download the game there.
After download finished and you change the settings in config tool, it should save it in the new user AppData instead of your main one(and actually succeeding this time). Check if it actually saves this time, if it does, congratulations, you can play the game now.
Major downside is that, the game will only work in that specific local user...
2. Change your user AND user folder name, instead of creating one. I don't recommend this, as you can screw over your entire computer, in return needing complete reinstall of Windows. Check forums or youtube for this specific one, as it's more than just renaming them.
For both steps, I'd recommend googling them for better guideline anyway, as I might screw up step names (they're not English on my side).
Aside from that, this whole issue shouldn't be an issue in the first place, and patched asap...
1080ti, 8700K, 32GB @3200MHz RAM, M.2 NVMe SSD. Tried on both an LG G1 TV and Samsung CRG9 Monitor.
I have no issues running other games and nothing I can come up with seems to work at all, hopefully it gets patched relatively soon.
This also has happened with another game in the past. >.<
