It cannot be a prequel because they did not know each other.
Except for Mugen and Aiko.
then for Mugen, Takuma and Hayato.

I'd guess it's somewhere between the start of ST and Mugen's death, as Hayato and Yuki hadn't met the other three before then. Unless they work the story / missions so they're separate entities working on the same objective but never actually in contact with each other.
