Some people had compared this to Disco Elysium in a general melancholy atmosphere, role playing aspects and rich storytelling.
Gamedec may also be to your liking if you're interested in a story rich cyberpunk RPG (although I've not personally played it).
If you're not afraid to get your hands on older games - Planescape Torment is a true iconic RPG that's been an inspiration for most of the current aspiring RPG devs.
It is a rough type of complex reading game, has only one year,
and it takes time of getting used to it. The interface and control of the game is to complex.
And if it had the same user interface as citizen sleeper it would be a hit.
And a warning it is not a finished game. Only the first year. And it will probebly never be completed. If Citizen sleeper is middle school Acedemagia is university.
There's a couple of other visual novels in this style. One example is Long Live the Queen - it's inspired by the Princess Maker games, but instead you ARE the princess/queen and have to choose what you're educated in, with quite a few branching paths and endings.
Otherwise, if you want a good political CYOA/visual novel game, I recommend Suzerain. Especially if you also liked Disco Elysium.
Basically all of this. I own Planet Scape: Torment (the newest one from a few yrs ago?) and also own Disco Elysium - it was the reason I bought this immeditely.

It's a bartender simulator in a cyberpunk world, where you mix drinks for the clients, interact with them and watch as their stories unfold.
'Sorcery!'
Lacks some of the more VN style aspects of Citizen Sleeper but similar in presentation and game-play. It's a recreation of one of those 'Choose your own Adventure' games/books popular in the 80's. You know, 'If you choose to take the left path than turn to page 50' sort of thing. Probably the closest to Sleeper Citizen in regards to RPG mechanics out of my suggestions.
'The Banner Saga'
Resource management. Less NPC interaction than 'CS' but enough to have them grow on you. The resource management and role-play segments are broken up by some turn based combat.
'Pyre'
My favorite of the three. More of a dedicated VN than the other games but if you enjoyed the characters of 'Citizen Sleeper' and experiencing their stories than you'll enjoy 'Pyre'. Bare in mind though that it doesn't have any resource management.

The tone is less melancholic and more adventurous with underlying horror. Exploring the unknown and unknowable basically. Sadly a bit grindy at times.
Such a well written game that (imo) shoots itself in the foot by giving the player Nostradamus-like power. Definitely worth the purchase and playthrough, I just can't comprehend why the devs would design the mechanics around spoiling everything for the players.
I'd argue that Sunless Sea is still pretty melancholic, one of the reasons I actually prefer it to it's sequel. Maybe not as melancholic as Citizen Sleeper but still.
