Is there a way to unlock the Ghostweb side of Greenway?

Part of me thinks it has something to do with completing Feng's mission successfully, but RNG hard screwed me on rolls and I didn't make it in the final set of nodes.

Wow, I actually never met Neovend. And I felt like I was doing everything I could.

Can you give me a vague hint as to where to go? I assume it's something I missed in Greenway.

Hunter mentions something in the Rotunda, you should probably start your search there.
Same boat here though, it took me way longer to find NEOVEND than it did to get to greenway.
