Changing camera to third person once driving?

I am curious to find out if i can go third person once i am driving. i watched videos and have seen people use the camera but i don't know if its a mod or not?

Click number keys while in car

While seated in the car:
1 - First person view
2 - chase camera
3 - 3rd person mouse camera
4 - ? I think was a stationary camera?? Can't remember offhand, never use it.

what is annoying is i didn't try the number keys

I use 3 when driving the box truck, but it's a bit akward. I'd practice in an open area first.
2 works great with the only exception being steep hills.
