how to change the language manually?

I want to change the language to Latin Spanish but there is no option in the game... where is the file to edit it?

You should be able to do so when going into properties of the game in the steam library (something like right click on the icon there).

If that does not work for whatever reason you can probably modify the settings file to you language.

In game I am not sure you can change it yet.

I couldn't with steam.
There are no options in the game.
and I can't find any options file or I don't know what it's called to be able to edit it

If you select you game in the steam library either by clicking on the game with right click or by opening the games library page and then selecting the gear icon, there should be different game properties and management listed,
Among them the option to change your games language.
