How do I refit my fleet?

I am playing is the TEC and got the upgrades for shields on frigates and cruisers. I moved my ships close to the refit orbital structure but nothing happened. Am I missing something?

To purchase items for your capital ships and starbases, select the ship or base in question, then at the bottom center/left of the screen there will be UI that looks like a row of blue boxes. Clicking on one of those will bring up the item menu.

The upgrades for the ships should apply instantly. The retrofit station allows ship consumables to be built much faster and also repair ships.
