Garrisons - how do they work?
I built the Garrison Recruitment Center building and it's been about 10 minutes in-game time since the building was completed, but it hasn't spawn any ships. How do you make it spawn ships?

Build light (or heavy if you have proper research) ship factory on that planet orbit and DO NOT use it. Garrison uses idle ship factories to build defensive fleet.
Most OP stuff in game IMHO :D

Thanks for the advice. Wow, it is kind of overpowered... It's like, a full powered fleet will take the garrison out handily, but then you have your own fleet on top of that. Crazy! How do you counter it?

Kill fleet from your opponent if they want to replenish using the fleet system it will auto use nearest dock or they have to manually order replacements from a nearby planet. As a stalling measure so your fleet can get to a planet to defend its quite good though.

Correct, in order to have the militia fleet you need a garrison on the planet and a factory in that planet's orbit. Later there is a tech that allows you to use heavy factories for this. Militia ships can be moved one jump away.

Garrison is so good. Especially when you set them on defensive or offensive roam and have multiple planets that can get to the same gravity well.

Build as many light,heavy and starbase factories as you can cram into a grav well and it'll literally pump out 100 ships per minute.

FYI i am pretty (not 100% sure, hard to track this) that Starbase upgrade that allows to manufacture ships from Starbase also work with this. So instead of fragile factory, you just need to build strong starbase (or two) that you would (propably, if you are smart) build anyway in some stage of game.
Also be aware that once built you can choose from three garrison modes, offensive, stay in gravity well and one other by clicking and therefore changing the color of the garrison slot icon.

garrisons can indeed build from starbases after you give them the ship factory upgrade.

garrison corvettes will even build from sova carriers with the "mobile factory" upgrade.

from what i can tell though garrisons will only build ships you have teched/ships that are available from that factory. so if you want a really meaty garrison i would build maybe 2-3 heavy factories in a well, do NOT build the factory upgrade on the starbase, and then only research the cruisers that you want built. so for forward planets that i wanted to be HEAVILY defended, it was all heavy cruisers/LRMS https://imgur.com/a/jGfun1o

now i will say, something that's a little odd, is that i've never seen gauss frigates built in garrisons. the factories just don't build them. they also won't build the robotic healing cruisers. which is probably a good thing. you don't want bad RNG and end up with half of your garrison as healing cruisers lol. i do wish they built gauss frigates though
Not sure if it’s something that changed with the latest patch, but the factory upgrade for starbases no longer appears to build ships for garrisons.

I thought the planet item also uses idle shipyards in adjacent systems? I see militia ships around planets with no yards.
How does the supply cap work? Is it global or per planet item?

For production they only use shipyards in the gravity well of the planet with tge garrison item.

Those garrisons can roam to adjacent systems tho and remain (but are no longer replaced) if the shipsyards or the item is scuttled.
That makes sense.
