I dunno how they are gonna balance them for gameplay if they are canonically x200 times stronger than the Vasari at their peak.

This. As much as its clearly gonna be the fourth faction (the end of the opening cinematic says it all, border worlds are falling completely silent of both friendly and enemy signals) I have a hard time imagining how they will be able to both have their lore strengh be respected (as a race that managed to kick down the Vasari empire at the absolute peak of its power without a single defeat to its name, hell through all that conflict only a SINGLE ship ever managed to escape them with its crew raving mad from what they saw and unable to report) and keeping the game balanced at the same time

My guess is some sort of killer robots/AI probably, something along the lines of the Reapers from Mass Effect. Then again could be some cosmic horror.

If I had to guess, they will have Advent like shenanigans with converting ships, and their own ships will be the strongest of the bunch, but slow as molasses and extremely expensive. Once they get going in a large fleet, they would be hard to take down, but if they start losing ships, they will have a much harder time recovering compared to the other factions.

Strenght that might have been spend.
Remember that the vassari have been fleeing for a long time. Only encountering real resistiance in trader space. During that time technology advance, culture changed, etc.
The threat might as well be vastly reduced.
For all we know it would have been an uprising using psionic weapons to drive the vassari mad.
In that case it woudnt be that there where stronger but that the vassari where unable to deal with a weapon that drove there people to killing eachother.
A weapon the unity has.

I imagine the four faction to be the thing the vassari are fleeing from.
And i hope in keeping with the races being unit it will be an organic hive mind with a heavy focus on bio and psionic tools.
Meaby a combination of tyranids and spieces 8472.
Using biomass to build everything and turning everything into more biomass.
With most of there weapons being living ammunation.
Like there missles being a nest that devours enemy hull.
Creating a sort of faction that grows stronger the more it kills.
And like a devouring swarm in always looks for more food.
Leaving only empy worlds behind in its wake.

I expect them to be the vanguard of that unstoppable enemy, not the unstoppable enemy themselves. The expansion is called "Harbinger" after all. Maybe they will have special abilities to call in forces from the big threat.

@Mr.Ape Swarm Mind Who I prefer, and as far as I'm concerned, it could also be a biomechanics species, biological with cybernetic extension.

robots or AI I am not such a fan of

That's been my guess. The advent are sort of cybernetic, but they're more like space high elves then machines.
A machine race seems most likely. Hopefully scary like the Reapers and or intimidating cubicle and weird like the Borg
