On the Steam page yesterday I did not find more about it.
well the store page says the word "new" so i personally would presume them to be brand new ships and not just skins. as far as balance goes? or if somebody would have an advantage? who knows. depends what role the ships are used for. if they are just an extra to an already existing role then not likely to give much advantage.
that's assuming somebody with them could even play somebody without them. likely both just won't have access to them to keep it simple.
I doubt itll be the Corsev, with so many of its abilities tied up in other items/things. Or if it the Corsev theyll probably give it an overhaul.
It has been confirmed by a dev on here. DLC will be shared by host, just like Sins 1.
In all likely hood, players would only be able to play with those that have the same expansions as them. So if another player doesn't have the expansion, they wouldn't be able to play with those that do. There'd be no advantage/disadvantage to worry about.
