directly downloading then with a Web browser from modio and manually putting the files in the respective folder os possible.
What size is the mod and do you have fibre? Are the lights blinking on your modem the whole time? Do you have plenty space on drive?
Also does the mod need anything else to work? As an example the Galactic Empire Plus [live] mod that lets you play as the Star Wars Empire faction also requires M.E.M framework mod loaded above it.
Could be somewhere in sppdata on your main c drive.
Some ingame hover over tooltips should give the path, otherwise some other steam discussion may still have it,
I sadly can't recall from the top of my head.
Try restarting steam and the game,verifying your game files.
If issues permits Try manualsownload via modio website.
If nothing works Try to get in touch with modders.

this mod.io integration thing sucks, it won't tell you if the mod is locally available or being downloaded or if something's outdated and freezes the game while refreshing the list
I assume the game downloads the mod files every single time it starts since i can't enable large extra faction mods at all with my internet speed, the game often ends up crashing after waiting a while
also, is it's just me or the enabled mod list resets every time the game closes? can't tell since i had a few crashes

local mods doesn't show up on the ingame list but i think they load, when i enabled one mod that also had manually downloaded it gave me a bunch of duplicate errors
Any downloaded mods you have enabled should not download again after you close the game and start it again.
One of the issues i hate is that you have to go manually check to see if a mod has been updated. Then you have to load Sins2 then manually remove the mods from the right window then click apply then move those same mods back to the right window again and the game will download the whole damn mod again with the update then you click apply again. Tedious.
