On serious note. Sins Rebellion has been around for a while and has received many patches. Sins 2 adds a lot of quality of life improvements, new mechanics and better graphics.
On a broad level, the games are similar enough that if you mostly want to try it out for cheaper to see if you like it, I would suggest Rebellion. But when it comes to specifics I think Sins 2 has a lot more going for it with all the new features currently in the game and upcoming content that is planned.

It's basically a really good remaster of 1. Actually it's more than that. But almost all the units are the same for example. The engine now supports multicore cpu's which is a big plus.
In Sins1 anything larger than some medium unvierse with few players turned in time into slow lagfest. Sins 2 is solid as stone and for good and bad the changes are otherwise minimal to Sins1.
It only miss overhaul mods but it it just matter of time.
The only thing I miss is the quite interesting aproach to diplomacy from sins 1.
That said I am pretty sure most of that was only added with a later dlc as well.
