Why does "Coil Shock" sound like an organ piano?

Why does the coil shock ability sound like a church organ when it fires? It sounds incredibly goofy.

I made a post about this as well. It currently plays a (very) shortened version of the Radiance Battlecruiser ult, and yes it's not a pleasant sound.
