I cleared it as primacy with Missile Barrage spam, but it took nearly seven hours because it's simply unsafe to try to beeline for the homeworld when every planet has a fully upgraded starbase and there's a titan on the prowl.
Pretty much. It looks like most, if not all, of the scenarios needed one or two balance passes to make them truly, well, playable.
Take the one where you have to capture/destroy X neutral starbases. 3 Systems, 2 players each, FFA start, you have to deal with most if not all of the starbases on the galaxy where everyone will converge. Issue is, you pretty much have no chance of getting an ally and after dealing with your neighboring player will be much better off finishing off the other two AIs that win their regional battles rather than go for the objective. If any of these starting conditions were changed going for the objective might be a better course of action rather than Homeworld Elimination.
