Ya, the map maker has been released for months now. There are also lots of downloadable custom maps for the game already made.

As for "universe" that sounds like a gigantic size map to me so you may be interested in these:

Yes, and you can even easily share them or try out the maps from others via the incorporated mod manager and mod.io.

The mapmaker can either be found as a download able "tool" in your steam library or from github (do not that there are 2 github versions out there with only one being up to date).

Are any of these built into the game by the Devo as a pre game option ? So I buy the game and I have the option to build my own map ?

No, you have to download the mapmaker and maps.
Ive read somewhere that they might integrate the map maker later.

Bummer. I don't care for the maps included in the game. I'll go back to Sins Rebellion where I can customize until Sins II catches up.

You already can customize maps with the modding tools, that can ne found under your steam games&tools.

This has the advantage of running editor and game simultaneously and due to it being somewhat open Sourcecode on github, the community can also work with it for improvements.
