The mapmaker can either be found as a download able "tool" in your steam library or from github (do not that there are 2 github versions out there with only one being up to date).
Ive read somewhere that they might integrate the map maker later.
You already can customize maps with the modding tools, that can ne found under your steam games&tools.
This has the advantage of running editor and game simultaneously and due to it being somewhat open Sourcecode on github, the community can also work with it for improvements.
