You might have to look into how properly install forks from github tho.
Devs supposedly put it on there, to make it open-source for easier cooperation and improvement of the tolls and the editors in cooperation with modders.

edit: It isnt in my steam library already even after enabling viewing "tools". And searching on the steam store for it is not showing anything, and not seeing anything in the steam options for the game to check for mod tools or anything like that.
Yeah, I would love to have a simpler map creator... :S
edit: working on first map, have 545 planets so far. haha.
Out of interest: As I understand the full documentation is still underway and the editor will get a bit more polished step by step, is that a project for before or after the DLCs come rolling?
edit: Also an editor improvement that is needed is a way to toggle "gravity lines" viewing on and off for that planets connect to as their orbit source.
