It already is from a github myade by the Devs:
https://github.com/IroncladGames/tools

You might have to look into how properly install forks from github tho.
Devs supposedly put it on there, to make it open-source for easier cooperation and improvement of the tolls and the editors in cooperation with modders.

You can also download it via Steam - it's available as Sins of a Solar Empire II Mod Tools (you may need to enable Tools in your Library filter for it to show).

So I tried exactly that and searched for it but there's nothing in the list (neither when looking for SINS nor mod tools, just a set of tools for other games), do I need to opt into anything to get it?

This should be pinned in the mod post, cause the github stuff is way too hard.

edit: It isnt in my steam library already even after enabling viewing "tools". And searching on the steam store for it is not showing anything, and not seeing anything in the steam options for the game to check for mod tools or anything like that.

I was unable to find the mod tools after following the above instructions either. Perhaps they haven't been included yet? I am looking forward to when they include a more user friendly version of Solar Forge with the game install. Map making was one of my favorite things about Sins 1 but I lacked the time and expertise to go all out with modding.

Ahh, ok, yes works great, thank you! Now I just need to understand how NPC types work and stuff :pudcathappy:
Out of interest: As I understand the full documentation is still underway and the editor will get a bit more polished step by step, is that a project for before or after the DLCs come rolling?

It'll be an ongoing one as time progresses. Lots and lots of documentation work going on behind the scenes right now.

As a future improvement, would you be able to add some code in and be able to set a flag in the editor for NPCs so that we can add some in but NOT have them show up in minor factions? My use case for this on a lot of maps would be adding a lot of pirates in or something of the sort and to make it so they dont overflow the factions list and are always enemies to players.

edit: Also an editor improvement that is needed is a way to toggle "gravity lines" viewing on and off for that planets connect to as their orbit source.
