Primary value is to remove the penalty for building ship or starbase items outside of your own territory. So if you need to swap things out, or just unlock a new module, but you don't want to spend the time going all the way back to a planet with a Nano Assembler (NOT a Fleet Beacon), a Fabricator will let you do this.

There's also a tech that allows it to steal destroyed ship resources, which adds up quick during a large fleet battle. Fabricators also build corvettes and frigates, so you can reinforce your attack with defensors or missile frigs without worrying about where the closest Nano Assembler is.

Kinda useless the scrap collection is okay but pretty late in the game.

The upgrade ship thing is pointless as youll get a minor faction 1 cost one and can drop it anywhere.

The build ships is okay but its very slow

Yup I got one from a minor faction... I just wonder why it doesn't have any weapons and can't leave a planet's orbit...

Ships from minor factions don't leave the orbit of the gravity well you hired them to. That's just the way that is. The lack of weapons is because it is a very particular kind of support cruiser. You will only need one or two such ships to keep your capital fleets updated.

it's a vasari support cruiser. Vasari can build corvettes and frigates with it to reinforce their fleet in battle. It can build frigates and corvettes for other races too I imagine if you get it from minor faction. It's most useful for the vasari, because their corvettes and frigates have both utility and power. TEC it is also very useful still (if it works) to rebuild their garda and kalev frigates.

It's quite handy to quickly supply a bunch of new ships without so much time wasted getting them where they're needed.
They are most certainly a purely support cruiser, they have no in-fight capabilities at all.
It helps keep a mobile fleet mobile.

Jusotra Fabricator from the minor faction is an extremely valuable ship to upgrade modules on your capital ships. You cannot move the ship, but it also does not count to your fleet supply. And you can also call that ship in an enemy gravity well, to bolster your offensive, without the need to retreat to own planet, to install modules
