Like, I just want to emphasize that stellaris is about managing an empire, sins is about doing war, everything you do is in service of that.
That being said, yes, the game mostly expects you to run skirmish scenarios with AI or other players cooperatively or VS. ^^ Goal is to huuh, kill your enemies, always (alternatively, there's a capture a majority of the map win condition if you want to enable that, but that still requires extensive fighting).
Eventually there will probably be plenty of mods to play with many referencing popular space franchises, too, which adds value.
