I'm guessing there is also a hotkey, but you'd have to look it up in the options menu.
So. If you need an instant-scuttle to free up space NOW NOW NOW, go to your planetary management screen. Find the planet and structure you want to scuttle, hold your "CTRL" button at the very bottom left of your keyboard, and right-click. Instant scuttling.
EDIT: Now I'm a little confused. Are we talking about downgrading a planet upgrade such as Logistics, Mining, Commerce etc? Because you can't do that. If you've built a structure on the planet itself, you can simply drag the icon out of the slot and it will be deleted. Not that that will have any significant effect on your orbital slots unless you're taking out a specific structure to build a different one that grants more slots.
Planet Upgrades like logistics, defense, research or survey. Have their own research "bar".
Orbital Structures share the logistical building bots.
So:
Deleting an in progress planetary upgrade to speed up an orbital structure wont do anything.
I figured it out by shuffling the icons and they are independent.
Some factions do have planet items that increase orbital slots, either military or civil tho.
You can't trade planet slots for orbital slots in any other way than planet upgrade granting them.
Than - this is not possible, neither needed
Each planet has max level in each cathegory (logistic, defense, mining). (in non basic planets you need extra research to reach max but it is still reachable)
Those are not shared at all. You will not lose structures slots due upgrade mining.. Hence it also never make sens why would you revert the upgrade.
