Report a translation problem
In the early game you should be getting most of your exotics from surveying. Refineries are the most expensive way to get exotics, so building refineries early is going to slow you down a lot during the initial land grab.
Hard shouldn't get any bonuses, so if you play smart you should be able to expand faster, get more ships and tech, regardless of how the ai spends its exotics.
Its bad enough that outside the intro you wont even see AI use the simple consumables sometimes [though occasionally they still will]
Unless you're playing Advent/Vasari and using their Deliverance/Phase Gates respectively as those cost quarium.
Which I historically tend to do. So yeah.
