I am hoping for the same policy and can not recall any offical statement made otherwise,
but the safest way will be to see that happens when the first DLC releases.
"since the devs are here, I would like to ask a question: is it possible for my fellows in multiplayer in the same game to enjoy the dlcs that I own (when they are released?)"
"Yes, so long as you're the one hosting (host determines dlc)"
Which I am not 100% sure about but would rather read as that it is shared.
So fingers crossed.
