Here's a recent comment from the developer about ship combat:

Ship battles are not currently planned. There are a few reasons for this. One is that our game engine (Unity) doesn't support moving nav meshes, which essentially means we can't have something like pirates navigating on a moving ship. In addition to that, Unity's nav system wouldn't work on our ocean and something that is constantly changing shape/size. Which is to say we'd have to build our own nav system from scratch and overhaul the current one, which would be very time consuming for only 2 developers and essentially halt progress on everything else.

In addition to that, adding the mechanics required for ship battles to work would be a major undertaking, and I'd estimate the entire thing could take close to a year (while stopping progress on everything else) to get working good and that just isn't something we have the resources to do unfortunately. So we've chosen to spend our time instead on adding multiplayer and other content.

I definitely understand why ship battles are an appealing aspect of a game but unfortunately with our small team size and limited budget, it isn't in the plans.

In short, no plans for ship combat.

This is sad. I will now have to remove this game from my wish list.
Multiplayer Ship to ship pirate battles where you and bunch of people on both ships fighting it out with cannons, harpoons to reel the enemy ship in close for boarding, then the swashbuckling action happens. Pistols, peg legs, beards, swords and rope swinging to the other ship.
That's a pirate game. Build your game around that core.

You might want to check out Sea of Thieves or Skull & Bones.
Although there's no ship combat in Salt 2, the game is focused on exploration, crafting and light survival mechanics.

Multiplayer (Co-Op) is being worked on.
then its really not a pirate game if theres nothing to pirate lol

Im not a developer so my input maybe pointless, If there was a way to implement Pirate attacks i think a pirate ship should only be around pirate islands, and maybe have a 10% chance a armed pirate ship could randomly appear/spawn as you are travelling, its a shame multiplayer is taking priority in a singleplayer game, but i guess these kids nowadays love their multiplayer in all their games and have forced the developers hand to focus on it, Im too old to deal with the stress and cheaters that will come on multiplayer but hey different times i guess
