Maybe you should play something inspired by Max Payne then...
You might have been a few years too young to have missed the Goldeneye years of gaming. This game plays very much like Goldeneye 64 and Perfect Dark. It's very faithful to the style of game it was based on. Max Payne 2 was a completely different generation of gaming.

Your critique comes across a bit like playing an 8-bit retro throwback game and complaining it doesn't have 3d rendered graphics.
Yeah, this feels exactly like I am playing Perfect Dark a lot of the time. Not sure what environment interaction you are expecting from that.

This is pretty much the most intentional ode to Goldeneye that exists in the present moment. I mean, it all but almost names it in the description practically.

I have no idea how you even remotely associate this with Max Payne 2 when that title came out a solid 6 years after the games that THIS one is trying hard to emulate. Just...wow.
What about in PD, if you reached a area under a certain time something different would happen, I can't remember 100% but I remember one level if you didn't alert guards and followed a roomba that would unlock as side area, or the hover bike in a different level, but only if you released it in a different level. I would call all of that interacting with the world, although Goldeneye didn't have too much of that from what I remember.

Amazing all the people that flock to this game, Who no nothing about goldeneye and Perfect dark, and complain about the game.... When the game is literally a spiritual successor to Those 2 games.
the game is inpired by goldeneye not max payne and can asure you cant interact with many thing in goldeneye 64 except michael bay style interactive everthing explodes the chair the table light lamp even a toy of motorbike and airplane and those are like a bomb.. make big explosion to be a toy model... the only thing didn make explosion are hats of the guards.. very weird wool hats can resist one shot bullet and protect the guard... and then there was super metal hat soldier can resist every shot damn that was a hat for soldier.. those two thing didnt have nitroglycerine on those thing
