Whether it's fullscreen or windowed. Have also tried running the game in administrator mode.

My only guesses would be that you need to redownload the game, reinstall or update your video drivers, and re-install directx redist. Other than that I have no clue what it could be.

Do you use a 64bit Windows 10? The game is not 32bit compatible.
