Personally I was under the opinion that this world was running on "Who framed Rodger Rabbit" rules and the puppets are just considered lower class/tools. Although considering how they seem to corrupt/fail to properly learn/remember, I'm guessing teaching them to kill would have devastating issues. I don't think they could figure out the Geniva convention and having civilians not be shot would be iffy at best.
Fair point but given how cynical the masses are it would be possible, hell, I imagine if puppets were used and there were "accidents" that could explain WHY there was cynical about the war
