EDIT: It was playing on Steam Deck that was the problem! You can't access the lever to submit the code via Steam Deck's recommended controls. You have to edit the layout and make something the mouse. I configured my right trackpad "As Mouse" and set the click to "Left Mouse Click" and was able to navigate to the lever. Hope this helps someone else playing on SD!
Considering how the Syzmanskis are, and Johns apparent displeasure at mascot "horror" games I am 100% convinced that there is no puzzle and the room and machine are a jab at mascot """horror""" and its consistent reliance on nonsense puzzles/ARGs to hide plot details, from basic to revelaitous, as opposed to just, telling the story and giving the details at appropriate times as the game progresses
