Can someone reminds me how to unlock teleport points?

I played the game in early access, can't recall the details anymore, please help
So, I have one recommendation letter, do I need more? And from Hallow Town, which direction should I go to reach the mage camp?

nwm found it. It's actually closer to Pywll Village. Go up to the elevator near the bridge; head slightly right and you'll find a locked door; unlock it, loot the chest, and go through the tunnel behind it, the mage camp is right there. One recommendation letter is enough.

The camp wasn't rendered in my last game because of the laggy auto save.
