Persona skill doesn't increase charm? Is it a bug, or am I missing something?

Im currently at 5 Persona, yet my charm is 25. Does it have something with equipment, or persona doesn't increase charm?

Each attribute point increases the corresponding skills by 5, so unless you picked an origin choice that raised charm in character creation then 25 would be correct, I think. Cloth hats boost charm if you need to pass a particular check - you can get one from the clothing shop in Hallow Town.
