Modest attire

Does anyone know how to attain the modest attire? Everything that I can find online says to buy it at the Hallow Town clothing vendor, but it isn't available in my game. The vendor only sells the cap. Does it maybe drop somewhere else? I need it to progress a quest because I did not build for charisma.

Dont remember where to get it, but modest attire doesnt affect charm, only the hat does. Modest attire buffs your regen
