How to get into Clockwork Kingdom?

I read somwhere that I need to find a guy near Rusttown but I have no idea were this is.
I even asked on Reddit and can still not figure it our.
Can someone please please please link a picture with the exact coordinates of this guy? I did nearly everything till now and I am stuck on playing this game to the end if I dont find this dude.

Theres a little house or platform (cant remember) on the edge of the world close to rusttown if you wait there a bit a flying ship will come with the guy to talk to

Yes but nobody can tell me what or where Rusttown should be excatly.
I looked all around the brigde where the guard is not letting me trough but there is nothing I notice.

I also went to the thing where you travel from one island to the other with the emberian key and also the one with the old trader in the back of the gated castle

1.) Go to the bridge that leads to Clockwork
2.) Talk to the merchant to learn about Mikhail
3.) While facing the bridge, turn right and go forwards in that direction
4.) You'll be up on a ridge/hill above the entrance to Rustberg, eventually you'll see an airship float up to the edge
5.) Give the pilot, Mikhail, a Union Passport
