"There Is Another Way" Achievement question *ending spoilers*

I went to complete the remainder of my missing achievements on my second playthrough, yet when I reached the very end, I didn't get the option to make Vela surrender. I haven't found any videos online of the fight, as I wanted to see if maybe I clicked the wrong chat options (which I felt like I didn't), and since there are no saves, I've essentially wasted an entire playthrough and have to restart.

I'm curious. Is the option to make her surrender related to another quest? I have a feeling that following along and finishing the quest, The Whispering of Ghosts, would be it, as the lore with that quest seemed to have related to a convo option that I skipped out on my first playthrough, but didn't see on my second. Anyone have any confirmation for this?

I started a third playthrough, rushing through things again, but now I'm realizing I don't have that quest and I think it's bugged out for me. I'm not really sure where I would get it, and I'm almost done recruiting the team. Time for round 4 I guess.

Edit: okay nevermind, I think I figured it out. Started a 4th playthrough, found out where to pick up the ghost quest, went back on my much-more-advanced 3rd playthrough, picked it up, did it, and at the very end of completing "The Whispering of Ghosts" quest, I was told that I have a "new advantage" against Vela. I haven't gotten to the end yet, but will edit again to see if that worked.

Edit 2: I was given the option both later meetings, but failed the first check (my fault, forgot to put the charm hat on, not sure what happens if it was passed). During the final meeting, I passed the check, it was 75 charm. Went in with 100. Got the achievement. Yay.

i think i had the option for this, but my charm was too low and i failed the check. i'm holding out for a new game plus mode, but if that never comes, at least i know where to pick up everything to meet the check

yeah I figured it out thankfully. you DO need The Whispering of Ghosts completed in order to get that achievement, and the final meeting was the only one I needed to pass in order to obtain it. 75 charm needed. get the hat and fully upgrade it.
