Stuck at Hunt for Vela Calose [SOLVED]

The questlog reads "I should return to the Inquisition ship and seek penitence." but upon returning to the starting ship, the npcs keep repeating the dialouge from the beginning. Is this normal, am I missing something or is it just bugged?

Have you found Vela at the ship where she gets away?
After that, it should tell you to go to a tavern called the "Wobbly Noggin"

I have found Vela and she got away, and the questlog changed to the phrase I detailed above.

That quest sticks with you through the game as it's the overall objective, but it normally updates.
Did you get a quest called "The Quartermaster"? It's the quest that should pop up after Vela gets away

Nope, didn't get that either. It's just stuck that way. I completed the Dream Journal Quest before running into Vela, and now I'm left with no new quests and all npcs give me the same dialog as before.

If you continue on, you'll find a tavern with a giant skull on it - go in there and see if there is a guy called Jack Basalt, if you speak to him you can continue as normal

Might need to talk to the bartender too

Where is that exactly? Because I can't seem to find it, and if it's beyond the bridge that needs a permit - I can't cross it because i don't have one. Right now there's no place I can go.

I have exactly the same Problem. Meet Vela, questlog changed to go back to the inquisitor, inquisitor still has the same dialogue as if I was on the first step.

Likewise stuck-- explored the whole island before going up and seeing her leave on the airship, quest didn't update and there's no way to progress

edit: attempted again, ran straight to her. quest updates to return to the inquisition ship for penance, but no dialogue has changed. hard locked again.

It worked completely fine for me, got the passport.

Leave the prison
Go to the base where Vela is
Speak to Vela
Once she flies away, leave through the door right behind you and speak to the inquisitor
He gives you the passport

Wait are you travelling all the way back to the start or speaking to him just outside the base?

He shows up right outside the door thats behind you, when you turn around you can see the entrance to his ship and hear a loud noise

You shouldn't have to restart or anything, just go back to the base where he is, should be beside a tiny wooden drawbridge

Okay, thank you for the pointer!
But the signposting and questlog entries are incredibly bad on this one. The fact that he's also in 2 places at the same time doesn't make much sense and only helped to confuse me.

So he's both at the start of the game AND Vela's base at the same time.

Yeah I agree, he despawns from his first location once you talk to him in his second location but it is still very confusing

Dev has said he's completely reworking that starting area so shouldn't be an issue much longer
