It's something between arcade mode and simulator.
The game is great to start with (for example due to the simplified and expert mode.
And above all, it's a vr game, there is no comparison to flat games.
The game is very enjoyable, but lacks playability, which it gives, for example, Test Pilots from vrchat (I mean those two helicopters from vrchat, I think that if you combined it whith this game, this would be an great thing).

There was even such a dlc - desert (which after a wave of criticism was added to the game) which was supposed to provide such entertainment, but it is not so pleasant.
I recommend the game, you will not find many helicopters in vr.
What physics does Helicopter Simulator VR simulate? When you say it's somewhere between arcade and simulation, then which of helicopter physics does it simulate?
When you raise the collective pitch, does it tend to yaw due to torque changes like a real helicopter? When you move forward, does it tend to roll due to the transverse flow?
If you are looking for a simulator you will not find it here.
This is a game that gives the impression of flying a helicopter a little more real than role-playing games with helicoters. Turn this on, turn that off, control with your real hands. Pulling sideways during take-off. This type of thing, I haven't played for a long time, I don't remember the details. If you compare to rc is something more like 4ch and not 6ch. But not rc two-rotor with counter-rotating rotors. But a small living, capable, single-rotor rc helicopter.
I did not use vtol, if there is full vr support, you control everything with your hands. And you can do it there, and you're satisfied. You probably don't have anything to look for here. But I haven't used any helicopter simulator yet, so I'm not a good source of knowledge. I haven't played games for a long time, vr movement attracted me to play. Since ps3 I have not had contact with games.
edit:
Two topics below you have someone who probably used this game and vtol, can ask there and he will get (propably) a notification. Maybe it will clarify your doubts.

This is the helicopter in VTOL VR. You can see how fun it is.
I have it on my list.
But I don't know what I was supposed to see in the video. It seems to me that I see the operation with vr hands. Other than that, nothing more. As much as in this video you can do in this game. Don't get me wrong I'm not saying that vtol is worse, I mean the movie.
You can also try the game yourself, steam allows you to return the game that you did not like, up to two hours of play and two weeks from the purchase if I remember correctly.
On your profile I see that you have a Rift, I also have a cv1, everything should work.
