Tau Quest Broken

When you do the turn in quest for Tau, it asks you about the miner who died in the mines by murder. I did the quest, and it asked me if I'd like to wait, or get him arrested. There was no option at any point to mention the credits he was stealing. How the heck do all three quest points;
1. The misplaced cargos for supply depot.
2. Tau murders miner.
3. Tau embezzles funds.
