How do you build barricades and turrets?

Hi everyone, new player here. I must have missed a sidequest/tutorial because I can't find the option to build or research turrets an barricades and I'm also unable to repair the damaged/destroyed reactor cores, is this by design? Should I start a new game?

I just reached the ruined market underground and received the warning for the third attack to the reactor, I did find red geodes but did not find niquel yet, just researched weapons that need it

Yes, I did, I got the message about it ending and all, I guess it was just a fluke and I will start a new run, thank you for your attention

I will update build to 1.28 . Give a go with 1.28 new game, just in case.
